Cargo is damaged when respawning train cars

Doesn't happen when loco is coupled because player's last loco prevents despawning.

I was able to replicate this:

1. did a shunting load job and finished it
2. left the loaded wagon on the output track
3. traveled with the handcar until the wagons despwan (checking the log for despwan messages)
4. traveled back to the wagon
5. everything respawned fine, except the cargo is shown with 0% health on the sign

Because I traveled by handcar the coupled DE2 didn't prevent the despawn (last loco set to handcar).

I didn't find any error in the log file, just the equipment record stuff and the new order generation working.
