Publish this module on CPAN

I tried this long ago but I received feedback to scrap the test parts of the module and use it in a different way.

As we were using this module internally in our organization and this changed the way we run a lot of tests I decided to check it some day but never did.

After reading James' comments, I understand what he meant but I don't agree: there are other modules under Test namespace that don't depend on Test::Builder like Test::MockModule, Test::MockObject, Test::Fatal, Test::RequiresInternet, etc.

On the other hand, there wasn't much more opposition to your module, so I'd suggest to go ahead and publish it as it is.
