Reverts #799

Fixes #857

This revert improves the order of Windows options, putting ones more likely to give a typical user a good user experience higher. Rider is underrated by this order, but that might need further discussion before adjusting.

The revert also removes unnecessary detail about commandline options which is not of interest to the typical beginner: the web link for more information is adequate.

I don't have a strong opinion on how to resolve this, just giving the rationale for the current state of play. A few FSSF board members could chime in?
