*Issue title: Make resetter recognize new manifest/userlist files easier.

*Version of Resetter: 3.0.0

*Description of Issue:
This is to make resetter more user friendly. If a manifest/userlist file isn't found locally, I'll make it so that it'll prompt the user to find out if the user wants to check if the files are available on the server to then download it.
