when one uploads a .tex file, the file list is not refreshed

The web client does not update the synchronized file list after the upload/remove of a file

Under Firefox 31.6.0 the file list is not updated for .tex/.bib but the issue doesn't appear with .bst/.cls/.sty

That is an artificial dichotomy made by the server.
It should be possible to upload any kind of files, it will be fixed in the next patch release.
