weather-mv ee does not support multiple time dimesions

A source data with multiple times in dimension needs to be ingested per-time in the earth engine.

Currently, weather-mv ee assumes that the source data will have only one time dimension.

Extension: weather-mv ee also assumes that the source data will have only two dimensions - latitude, longitude. Hence, the pipeline does not support the source data with other dimensions (i.e. multiple steps).
