Allow creating a pr for reasons other than version bump

For example, I am currently creating a PR to update an existing Portfile for nnn (version 5.0 in the Portfile is the most current). However, the version is not relevant to this update as I am adding three variants to the Portfile. Seaport automatically declines to create the PR since the versions match.
