Make GDownloader Settings window stretchable vertically

Currently, the height of the application settings window is 614 pixels. Given the very large list of settings on the Resolution and Quality tab and the monitor resolution of 1440 pixels, finding the desired setting takes significantly longer than it would take with a larger window height.
