Improve performance benchmark to report only significant changes in performance

At the moment the benchmark comments contain entries for every test, even if the performance change is not significant. What's even worse, even the slightest change (e.g. from 123.45 to 123.46) is marked with an exclamation. This makes noticing significant changes difficult and easy to miss.

We should look into improving these comments.
