Filter builder: Inconsistent resize behavior #822

When resizing the filtering dialog, it shrinks in 3 ways:

First, property value field gets smaller
Then, horizontal scrollbar appears
Finally, property and operator selectors start shrinking.

I think resizing should happen in one way, probably by shrinking all selectors.
