Coordinate weather forecast uncertainty tags for dashboard

Currently, the dashboard expects weatherForecastUncertainty as a field in the submission json. However, in #135, weather forecast uncertainty levels will be added separately for air temperature and solar radiation. This needs to ultimately be coordinated with what is submitted and viewed in the dashboard when the dashboard database schema is updated. The issue is also created in the dashboard github here NREL/boptest-dashboard#56. This issue is to make necessary changes on the BOPTEST side, including what's saved and submitted in the json upon the /submit request.
