Map pan gliding halts intermittently

Describe the bug
When panning the map in Explore, the glide stops abruptly after every few pan gestures.

To Reproduce

So far not everyone can reproduce. It might help to use a throttled internet connection.

Steps to reproduce the behavior:

1. Go to Explore, switch to map view
2. Pan around the world at around two swipes per second
3. The map glides well for the first swipe, but after the second or third the glide halts, resulting a fairly jittery map interaction

Expected behavior
Panning the map should glide smoothly.

Context (please complete the following information):

• Device: iPhone SE, 3rd gen
• OS: 18.1.1
• App version: 0.55.2

Additional context
Abhas can't replicate this, but Kirk and Ken-ichi can. Doesn't seem to be a pattern in device or OS. Could be bandwidth or latency, assuming it has something to do with the obs tiles loading. First thing to test would be to replicate, but after that maybe try turning off the obs tiles, or maybe the utfgrid requests.
