Test ifc codebundle with runwhen sandbox

To test third party codebundle against sandbox we have some prerequisites (which may change because runwhen is under development):

1.To run your SLX you may need access of sandbox workspace access
2. If we want to run sli against prometheus we may need GCP token to authenticate against prometheus endpoint refer here
