[FEAT]: Support controlling if the Releases, Packages and Deployments sections are shown or hidden

Describe the need

It would be useful if the settings below (can be found by clicking the gear icon (top-right) to the right of About), can be configured with Terraform, so you don't need to resort to ClickOps for hiding them.

@klausenbusk can you find an API call to do this? I've looked before and I can't find a way to do this outside of the UI.

@stevehipwell I have not been able to find an API for it, but I found a similar request for GitHub CLI (cli/cli#8755) and a request for an API endpoint here: https://github.com/orgs/community/discussions/31136.

So I guess this issue can help substantiate the need for an API endpoint :)
