Django in combination with postgres offers a relativity ease to use full text search. https://czep.net/17/full-text-search.html is IMO also interesting to read.
The most tricky problem will be, what indexes are needed and if these are fast enough for our use case.
A first prototype can be only for internal usage (so only team members can use it) and only for one portal part (f.e. forum or wiki).
