Create statement regarding Decade coordination / interfaces

OceanData2030 could be the mechanism to coordinate the various entities looking for niches in the digital ecosystem.
We need to keep the admin / coordination overhead light, but also to have things more aligned and transparent.

This must fold in work with the relevant DCCs and DCOs, and other coordination bodies to share a common interface and prevent silos or unnecessary / counterproductive competition.
