One approach, being explored with ODIS, is to allow the articulation of what is actually needed through metadata exchange, rather than meetings which the key parties may not have access to. iodepo/odis-arch#287
@fils - I branched that off into a new issue - I think the use of personas, in conjunction with the offer/demand conventions - are closely linked to implementing the various calls to make data and information relevant. This will help the knowledge of who's who, and who needs/offers what - become better represented for meaningful action and evaluation.
