Revisit image uploads so they can be cache busted when freshly uploaded #59

Currently they're just static, for users its /{username}/avatar, for characters its /{username}/characters/{charactername}.

This is problematic because when new images are uploaded they arent cache busted properly, even with the cdn having 0 TTL.
