Can't install SWAKS via CPAN

I am having trouble installing SWAKS via CPAN. It seems not to find the package. This is with perl v 5.32.1, /usr/bin/cpan script version 1.678, CPAN.pm version 2.37:

root@server:/usr/local/bin# cpan install App::swaks
