Support for FK onUpdate and onDelete #12

Two config options FKOnDelete => 'cascade'; and FKOnUpdate => 'cascade';

The default should be RESTRICT.

Options: RESTRICT | CASCADE | SET NULL | NO ACTION

This would add ->onDelete('cascade') and ->onUpdate('cascade') to the migration.
