Support for transcode ac3 audio track to aac on-the-fly?

some clips with ac3 but not supported on html video tag. It only support h264/aac codec.

I started looking at this, unfortunately, it requires some refactoring, since currently the audio filters are not called in manifest requests (=the codec reported in the manifest remains AC3).
For now, I opened #1550, with the changes I already implemented to support this flow, maybe at some point I'll have the time to continue with this.
