Iteration Tasks

• Fix ineffective DeepEqual check in CreateOrUpdateWork. (@zach593, fix deep equal check failure in CreateOrUpdateWork(), by replace the marshaler #5939)
• DoubleCheck all places where using unstructured.MarshalJSON.
• Re-organize controller utils to make it easier to extend. (@zach593, move CreateOrUpdateWork() and related functions to controllers/ctrlutl #6018)
