This ticket is to store the message codes from Decision tree for each farm and crop.

Create function to check the last time a message code has been sent #374
Configurable message weeks constraint: e.g. 2 weeks #375
select message logic also based on priority (Column L? TBC discussion with John)

for task 1, it is blocked by #309 to have the parquet files generated for FarmRegistry.
