MCIT bug in valley depth #10

If you plot the mcit objects from:

KFWS20190325_000106_V06

you will find that the object id = 15

is obvious a poor combination of various other mcit cells that should not have been combined.

I think I got this one fixed. The change is on the NSSL fork. If you like it after testing go ahead and pull it in.
