[Feature] Allow different pod annotations for deployements

Problem Statement

Right now we can only add gobal pod annotations that are added to kubecost-cost-analyzer and kubecost-forecasting. We want to add annotations only to cost-analyzer.

Solution Description

Add deployment specific pod annotations to templates and values.yaml
