[3DS] 1941u is vertically flipped

This used to be the only CPS-1 game to crash on 3DS but now it boots,
But it's displayed improperly. Audio is fine and the game doesn't crash. So this should be easy to fix for you guys
The "Rotate Vertically Aligned Games" option does not change this behavior
Other CPS-1 roms work perfectly and this is tested the latest nightly build as of this post: 2021-01-08 14:24
