The speed of effects is already adjustable, but many improvements are possible:

control speed in HA (this might be problematic - an approach has been done in Add Ability to Provide Effects speed to Flux home-assistant/core#6385, which resulted in another patch that just affected the flux component Update FLUX_LED by adding Effects home-assistant/core#6083)
think about the range and unit of the effect speed
