Add base fee to autofee calculation

Thanks for the report! We really appreciate the feedback on the Autofees experience. Our next priority for Autofees improvements is around using some new models to improve fee rate setting. Do you have any specific reason why base fee automation would be helpful for your use case? Any additional context/details will help us determine how to prioritize this request.

I would be interested in that too, especially that sometimes there are tons of small transactions passing as routing, probably nostr zaps? Base fee could as as some "firewall" to prevent routing attacks if we set base fee at zero, but then what's the best base fee for each channel? automating that would help a lot
