Linking in chatline does not match documentation

Describe the bug
The way links are created in the chatline does not match chatline documentation.

To Reproduce
Steps to reproduce the behavior:

1. Open chatline
2. Ctrl-Alt-RightClick a tile occupied by a unit
3. See that a unit link is created and not a tile link as documented in the chatline help

Alternatively:

1. Open chatline
2. Ctrl-Alt-Shift-RightClick a tile occupied by a unit.
3. See that no unit link is created, contrary to the documented behavior. In fact no link is created at all.

Expected behavior
The behaviour should match the chatline help. Ctrl-Alt-RightClick should always create a tile link or a city link. A unit link should only be created if Ctrl-Alt-Shift-RightClick is used.

Additional context
Found the documentation mismatch the hard way, by desperately trying to create links the documented way.
