Migrate to GitHub Actions

We have to migrate GitHub Actions or Travis CI - travis-ci.com (not .org)

• Open Source on travis-ci.com - Travis CI
• Migrating repositories to travis-ci.com - Travis CI

PRs or release jobs cannot access secrets (like pypi token) now.
I would like to migrate GitHub Actions.

Can you add secrets (your or my PYPI_API_TOKEN) to this repository or add permissions to manage secret variables for GitHub Actions of this repository.

@Surgo - Would you mind if I transferred repository ownership over to you? Life has been keeping me busy, and I would love to pass maintenance over to you. If you agree, I'll be happy to do so. Otherwise, I'll have to dig up credentials and research what to do from here.

I have added a PYPI_API_TOKEN to the project in Pypi and have attached it to this repository in hopes that this will unblock us. Please let me know if this works.
