There seems to be at least two ways to produce RPMs for Azure Linux:

Use CPack as we do today for Debian/Ubuntu, but with the RPM generator
Use a container-based environment specific to Azure Linux

We should:

Understand the difference between the two
Pick one
Start building RPMs and releasing them

This needs to happen before 6.0.0 final, which may or may not still release Ubuntu packages, but must be available as an Azure Linux package.
