Currently the build_translations command only finds components defined in application YAML. But there may also be components installed because other components depend on them. We need to generate translations for those too.

judging by code, that's not true. translations should be generated for all components.

do you have example, which fails?

It didn't find midgardmvc_helper_forms when that was installed as a dependency of another component

it definitely works on my machine. can it be mtime issue in your case?
