plotapp support in ohmage/platform

add support for linking an opencpu container. This may be a bit odd since they communicate bi-directionally and need unique url references to each other. Perhaps we can use the internal IP address or hostname once the containers are linked? Or I may need a custom ocpu docker container for use with ohmage.
