Think first of what a "block" even means.

need to be able to block specific version of a module
need to be able to block all versions of a module
maybe all versions previous of tag X ?
maybe able to block all semver major versions of a module?

At least implement a blocklist with support for the first two, keeping an escape hatch to add more ways to block things.
