The Golden Law decision (which gives you Afro-Brazilian as an accepted culture) can only be taken if you have slavery. You can't get them as an accepted culture if you reform out of slavery the normal way. This line in the potential is the cause.

Yeah I can confirm removing that single line fixed the problem.
