Destruction of Elphinstone's Army (Afghanistan) is ai only

It is not entirely clear why, but event 99101 "Destruction of Elphinstone's Army" only occurs if Afghanistan is played by the ai:

This is problematic because there is no reason for the player to expect it to be that way.
