In #358, in Circle, the UI is built in plane Node. It's not using ui/Dockerfile.
A problem with Circle and docker is that volume mounts are hard to get right. But there has to be a way to build the static assets inside docker and have them out into the host (ie. the Circle host) so the static assets can be shipped.
