Generate a report of top X bugs that might be moved out of *::General components #2448

The new script should:

retrieve *::General bugs for Core, Firefox, Fenix, etc.;
apply the component model;
send an email to the triage owner of the **::General component (there is a different triage owner for each product, so we will need to send different emails to each), listing the top X bugs in order of confidence that could be moved out of General.

Each week, a different set of bugs should be sent.

We should ignore meta bugs for now.
