By default, Question pages are sorted by mark (descending) then council name (ascending), eg:

https://councilclimatescorecards.uk/question/s4_g_f_q12/?type=single#performance

But, where questions result in negative/penalty marks (like the one above), CE UK thinks it’s actually more useful to sort by mark ascending so that the negatively-marked councils (the ones the question is really there to highlight) are sorted to the top of the table. I think that makes sense too.
