What needs documentation?

Improve chain signature doc based on Prox feedback.

Acceptance Criteria

• Expand the article with use cases, value prop etc
• focus a bit more on how NEAR becomes the compute “glue” for interoperability
• Stress the fact that Chain Signatures is “one way” e.g. outbound transactions happening on other chains, so we don’t get false hopes
