Please describe the feature
As a repository administrator, I want to be able to adhere to the GDPR regulations so that we don't get a hefty fine.

According to GDPR Art. 17 we need to be able to remove files from the archive, files that will belong to a released dataset.

Acceptance criteria

  • A file is deleted from the archive as well as the replica store (backup location)
  • Can only be done if the file is not part of a dataset, or the dataset is marked as deprecated
  • Tests verifying the changes are added

Estimation of size: small/medium/big

Estimation of priority: low/medium/high
