[download] Move any configuration non-specific to download out of the config.yaml

Please describe the feature

sda-download/dev_utils/config.yaml includes configuration of other sda services, i.e. reencrypt, but this configuration should to be moved either to the relevant compose files or to a different config file.

Acceptance criteria

• Tests verifying the changes are added
