Unable to click links in first-time rules popup

Description

Joining the server as a new player brings up the forced rules popup. From this screen, players are prompted to click on individual rules to navigate to them, but navigation is impossible in this menu.
Not sure how to reproduce (bringing this menu up is annoyingly inconsistent), might honestly be an upstream thing. Figured it'd be worth a report just in case.
