[Feature] Move helm charts to GenAIExamples and GenAIComps

Description

Currently helm-charts are in GenAIInfra, however the source code and docker deployment are in GenAIExamples and Components.
Move helm-chart to be with source code and other deployment method, so user can get all information about one Example/Component from one source.

We'll fix this by multiple PRs to different repos, and record the issues and fixes required.

CI tasks:
PR checks:

1. chart validate - files under chart dir changed
2. e2e test - image updated(Same as docker compose trigger), chart file changed

Release Related workflow(Manually trigger):

1. Trigger test before release
2. modify version for release
3. Trigger release
4. Test after release

Dev update:

1. update the develop version - PR for charts merged.
