Port Configuration Controller and incorporate ADR feedback

What would you like to be added:

• A configuration controller that is based on https://github.com/open-component-model/ocm-controller/blob/main/controllers/configuration_controller.go and can deal with substitution independent of a rendering engine
• A configuration that is based on / similar to the localization engine
• Enhancements to the localization ADR (https://github.com/open-component-model/ocm-k8s-toolkit/pull/36) with configuration specific items

Why is this needed:

• We need to offer a consistent model that offers feature parity with our old configuration to a big degree.
