Create issue templates

This repo should have a few templates for the most common actions or requests to help us collect required information. Other repos have them for documentation, bug reporting, and feature requests. This repo may want to have some for specific tasks like adding support for a new micro-architecture (ex. s390x, RISC-V, and so on).
