After this change introduced within switching to sync harvest backend, base backend doesn't seem to set dataset organization/owner anymore.
There's no description in the PR but I'm guessing it wasn't intentional.
Organization/owner is a property of the harvest source, so it probably makes sense to keep this functionality in the base backend.
Happy to create a PR if you agree. Otherwise it would be great to mention it in the changelog/PR description.
