Monitor exporters ! #61

We have metrics exporters for prometheus in different projects.
But if an exporter is down, we don't know about it !

It seems we can configure an alert if a metric exporter goes down. See https://prometheus.io/docs/concepts/jobs_instances/#automatically-generated-labels-and-time-series
