Configure the display of timestamps for localization

Date / Time display

• Currently timestamps in Revolt are in the following format: dd/mm/yyyyy

It would be nice to be able to configure timestamps in each community individually. Some additional formats I propose are:

• mm/dd/yyyy (i.e., 03/28/2022)
• mm:dd:yyyy (i.e., 03:28:2022)
• dd mmm yyyy (i.e., 28 Mar 2022)
• dd month yyyy ( i.e., 28 March 2022)
• yyyymmdd (i.e., 20220328)

Also, in addition to the current time display format, I propose that the time display be configurable to show UTC as well as the local offset of the user's timezone.
