Extend speaker notifications to send arbitrary template emails

Our speaker notification system currently supports sending acceptance and rejection emails using templates stored as "snippets" in the OCW database. We'd like to be able to send arbitrary emails using this same template format to include speaker-specific information. For example, a week before the conference, we could send out date/time reminders with a link to each speakers's talk.
